解析：

第一：by declaring the resolution is not intended to alter the constitutional authority of either Congress or the President，這裡怪怪的看上去有動詞 is not intended，然後主詞卻是by declaring the resolution，由介系詞開頭加上動名詞片語當成主詞，並且句子後面逗點，和下一句話之間『沒有出現連接詞』，所以表示這個句子勢必是被改造了，要嘛此句是『分詞構句』，或者此句是介系詞所以影導的片語罷了中間可能省了某東西，不過話說有個動詞is not intended卡在句子其中，看來看去怎麼感覺by declaring the resolution是主詞，可是這樣就違反文法常理了啊。好的開始分析，先將這句當成分詞構句，『by』前方省略主詞和動詞，所以往逗點後方找主詞找到the resolution補上，並自行加上be動詞is，因為他沒有真正意義，所以改分詞構句很長被省略，還原之後：the resolution is by declaring the resolution is not intended to…靠腰，這裡兩個動詞強碰，而且還講了兩次the resolution這也很累贅，所以很顯然她不是由分詞構句來的。
